WHEREAS mining municipalities in Ontario face a unique challenge in delivering high quality services to a burgeoning mining and processing industry whose major operations are largely not assessable for property tax;
AND WHEREAS, compared to municipalities, the provincial and federal governments derive the vast majority of taxes from mining activity and this disparity is growing;
AND WHEREAS, the Province of Ontario has eliminated grants specific to mining municipalities;
AND WHEREAS, there are examples of provincial-municipal resource revenue sharing in Canadian jurisdictions.
THEREFORE BE IT RESOLVED that the Council of the Corporation of the Town of Kirkland Lake endorses the report of the City of Greater Sudbury Advisory Panel on Resource Revenues, entitled, “A Refined Argument,” and calls upon the Province of Ontario to enter into negotiations as recommended in the report.
FURTHER, that the Corporation of the Town of Kirkland Lake calls upon the Province of Ontario to use any revenue-sharing framework established with Greater Sudbury as a model to address the similar needs of Kirkland Lake and other mining municipalities in Ontario.
FINALLY, that the Corporation of the Town of Kirkland Lake requests that member municipalities of FONOM and AMO, as well as all Ontario mining municipalities, support this initiative.
